NPC Villains
Dinkle Tu
Dinkle Tu is a devil from Hell itself. He is an Imp, by type, but his physical form is the only thing about him that is unintimidating. He is a sorcerer of diabolical origin (literally) and his abilities are largely unknown.
He claims to know Lothrien, but Lothrien is bewildered by this claim. Dinkle Tu appears to be allied with House Thrune, based on a tabard of sorts he was seen wearing in his appearance to the group.
Dinkle Tu appeared first to the party in a dream state, though it could also have been a remote corner of the planes of Hell. Expecting only Lothrien to be brought to him in the dream space, Dinkle Tu was disturbed to see not only Lothrien’s friends, but the Witch-form of Pharasma herself, who interfered on Lothrien’s behalf to ensure Lothrien was not alone in the dream (or Hell…).
Accompanied by a Bearded Devil, Dinkel Tu demanded to know why Lothrien’s father was in Cheliax, and what specifically his father was searching for. When Lothrien did not know, Dinkel Tu tried to overpower the party, but failed, ending the dream (or perhaps losing power over his summoning, if he indeed summoned the party to Hell) when he was defeated.
Party Relationship: Party is known to the Dinkel Tu by unknown means (Specifically Lothrien)
Reputation: Unknown. Hostile
Special: Chelaxian, Recurrent Villain NPC (i.e., will appear over multiple Books)
Common Locations Found: Hell (of course)

The Necromancer
The party encountered the Necromancer (a name he apparently gives himself) in the Serpentspire Marsh, where he and a crew of skeletons and zombies (and living Duergar) unearthed a solid obelisk. The Necromancer created a portal through that obelisk using 4 warpstone-powered sconces, and created a portal to another place.
That place was a frozen dungeon. The necromancer deposited a Greater Bone Soulstone specifically for Vazrun. Not before apparently amusing himself watching the party stuggle in vain to reach him through a small legion of his undead (including a Skeletal Champion).

Party Relationship: Party is known to the Necromancer by unknown means.
Reputation: Unknown. Hostile (?)
Special: Independent, Recurrent Villain NPC (i.e., will appear over multiple Books)
Common Locations Found: Good luck with that one. One might guess he likes really cold places, without much natural lighting.
